- Requests for all records must be in writing and submitted to the attention of the FOIA Officer by mail, facsimile or e-mail, or delivery during regular business hours of the Administration Office of the Library.
- No oral request for records will be processed. The person orally requesting records shall be advised to put the request in writing.
Pursuant to the fundamental philosophy of the American constitutional form of government, it is declared to be the public policy of the State of Illinois that all persons are entitled to full and complete information regarding the affairs of government and the official acts and policies of those who represent them as public officials and public employees consistent with the terms of this Act. Such access is necessary to enable the people to fulfill their duties of discussing public issues fully and freely, making informed political judgments and monitoring government to ensure that it is being conducted in the public interest.

It is the public policy of this State that public bodies exist to aid in the conduct of the people’s business and that the people have a right to be informed as to the conduct of their business.

The Illinois Freedom of Information Act (FOIA) is designed to ensure that the public has access to information about their government and its decision-making process. The following procedures have been put in place to ensure that residents can obtain information about the Library.
Procedures Pertaining To The Illinois Freedom Of Information Act
Public Records* of the Villa Park Public Library are kept at the Library (305 S. Ardmore st., Villa Park, IL 60181) and are available for supervised public inspection during administrative business hours (Monday through Friday, 9:00 a.m. to 5:00 p.m.). Any person requesting records of the Library may make a request in writing (either in person, by mail or by email). The written requests for reproduction or inspection of Library records should be addressed to the Library Director at the Villa Park Public Library, 305 S. Ardmore st., Villa Park, IL 60181.
The Villa Park Public Library will comply with or deny such written request in writing within five (5) business days after receipt of the written request.
Retrieval and reproduction of records will be done by Library personnel in order to preserve the integrity of the Library records.
Any person who is denied access to public records can file a Request for Review with the Illinois Attorney General’s Public Access Counselor within 60 calendar days after the date of final denial from the public body.
Photocopy charges: First 50 black and white letter or legal size pages FREE. Any additional black and white, letter or legal pages $.10 per page. Color copies or abnormal size copies will be charged based upon the actual cost of copying.
*Public Records are defined in FOIA as “all records, reports, forms writings, letters, memoranda, books, papers, maps, photographs, microfilms, cards, tapes, recordings, electronic data processing records, electronic communications, recorded information and all other documentary materials pertaining to the transaction of public business, regardless of physical form or characteristics, having been prepared by or for, or having been or being used by, received by, in the possession of, or under the control of any public body.” A few examples of public records available under FOIA are: orders; rules; reports or studies; contracts; names, titles, and salaries of public employees; and the voting records of public bodies. Information can be available in electronic as well as paper format.
Open Meetings Act/Total Compensation Package
Public Act 97-609 amended the Open Meetings Act [5 ILCS 120], effective 1 January 2012, for employers that participate in the Illinois Municipal Retirement Fund (IMRF). The amendment requires employers to identify those employees with a “total compensation package” equal to or greater than (1) $75,000 and (2) $150,000. The term “total compensation package” is defined to mean “payment by the employer to the employee for salary, health insurance, a housing allowance, a vehicle allowance, a clothing allowance, bonuses, loans, vacation days granted, and sick days granted.”
