Illinois residents can register to vote in local, state, and federal elections online, in person, or by mail. Here are some important dates to keep in mind as election time draws closer:
Tuesday, October 8, 2024 – This is the last day library staff who serve as Voter Registrars may register patrons to vote, or transfer registrations by mail or in person. Library staff who serve as Voter Registrars are NOT ALLOWED to take a new registration or transfer a registration from October 9-November 7, 2024 at the library. Who Can Register to Vote?
In order to register to vote, you must meet these qualifications:
- You must be a United States citizen
- You must be at least 18 years old on or before the next election (OR for a General Primary, must be 17 and will be 18 by the General Election)
- You must live in your election precinct at least 30 days before the next election
- You must not currently convicted and serving a sentence
- You cannot claim the right to vote anywhere else
Where and How to Register to Vote:
You must register at least 28 days prior to an election in order to vote in that election. You can register online, by mail, or in person. Following the close of registration, Illinois allows for “Grace Period” Registration and Voting beginning the 27 day prior until the day before an election. Online registration is available through the 15th day prior to Election Day. You may complete an application online via the Illinois State Board of Elections website.
NOTE: To apply electronically you must provide:
- Your Illinois Drivers License number or Illinois Secretary of State issued State ID number.
- Date the license or ID was issued.
- The last four digits of your Social Security number.
- Your birth date.
You can register in person at local City, Village, or Township Halls in DuPage County or at the Election Division’s office in addition to some local Libraries. When registering, be sure to bring two forms of identification with you, one of which must have your correct name and address on it. You do not need a photo ID to register.
If you would like to register to vote at the Villa Park Public Library, please call the library at (630) 834-1164 ahead of your arrival to ensure a staff member is available to register you to vote.

Early Voting Process:
Election workers verify the voter’s registration status through the KNOWiNK Poll Pad. If registered, the voter is validated and receives a Paper Ballot to vote on. Once the voter has completed voting their Ballot, the voter inserts their Ballot into the Verity Scan unit. If the voter is not registered, they must register to receive a Ballot.
Upon validation, the database is updated preventing the voter from voting again in the Election. Early Voting Ballots are tabulated after the Polls close on Election Day.

To Vote by Mail:
Any eligible DuPage County registered voter may Vote by Mail beginning 40 days prior to an Election. Please contact the DuPage County Election Commission for verification of availability.

Permanently Disabled Vote by Mail Program:
If you are a registered voter who has a permanent disability or physical incapacity of such a nature as to make it improbable that you will be able to be present at the polls at any future election, you may enroll in the Permanently Disabled Vote by Mail Program. “Grace Period” Registration and Voting
Illinois law provides individuals who were unable to register to vote or change their address prior to the traditional deadline (28 days prior to an election) a “grace period” to register and vote. In order to “Grace Period” register and vote, you must meet the same qualifications needed to register to vote. In addition, you will need to bring 2 forms of ID with you, which indicate your name and address. Registering to vote or transferring a registration and voting during the “Grace Period” may be done in the Election Division office, 421 North County Farm Road, Wheaton, Illinois beginning 27 days prior until the day before an election.
“Grace Period” locations extend to the Early Voting locations throughout DuPage County beginning 15 days prior until the day before an election. For Early Voting locations and hours, click here.
